WhoToTalkTo launched today into public beta. The service is a job referral exchange where users must contribute a lead to gain access to the network. Every job referral contributed earns a member a "point" they can spend to request desired job referrals.

The company is founded and funded by Brian McCullough, who has been the CEO of ResumeWriters since 1999. He believes that all the existing job networking models lack mechanisms for participant motivation. Whototalkto, however, encourages user participation by requiring that they first contribute before they receive.

With LinkedIn already dominating with its business oriented social network, Whototalkto may find it hard to attract users.
